Cannabis policy is moving at an unprecedented pace. The House of Representatives recently passed the SAFE Banking Act, sending it to the Senate, and the MORE Act recently passed out of the House Judiciary Committee. More often than not, a state’s decision to legalize cannabis is incredibly influential on their congressional delegation. But, as more and more states begin to shape their own policies around this issue, Congress has been slow to catch up. If the majority of American voters are ready for legalization, why has Congress been so slow to take action? How has COVID19 affected state efforts to legalize cannabis, whether that be medical or adult-use? What legislatures are considering these topics, and where might ballot initiatives be the path forward? And, of course: what are the remaining obstacles stopping Congress from enacting full legalization?
